Meeting of the Azerbaijan Society of Appraisers (ASA)
On October 9, 2025, a regular meeting of the Board of the Azerbaijan Society of Appraisers (ASA) was held.
Several key issues were discussed during the meeting.
Firstly, it was noted that the initiative to introduce amendments and additions to the new Law on Appraisal Activity, proposed by the Azerbaijan Chamber of Appraisers, had been previously raised multiple times by the ASA. It was emphasized that adopting these amendments is essential. In a statement to the ASA’s Public Relations and Communications Department, the Chairman of the ASA Board, Vugar Oruc, highlighted the importance of establishing a dedicated commission and ensuring that proposals regarding these amendments are adopted transparently, with public discussion and participation from all members.
The meeting also addressed the need to align the current legislation with international standards, proposing the consolidation of nine directions of appraisal activity into three main types. The ASA suggested adopting the Kazakhstan model for regulation of the appraisal sector, in line with the principles of competition, transparency, and fairness. This model involves both state authorities and regulatory organizations. These regulatory organizations are not individual bodies but associations of appraisers operating within the framework of the law. In Kazakhstan, there are four such chambers, each comprising a minimum of 30 companies or individual appraisers who voluntarily unite to carry out appraisal activities. This structure plays a crucial role in preventing monopolization and fostering a competitive environment in the sector.
The initiative to establish a professional holiday for appraisers was also discussed. It was decided to submit a proposal to relevant authorities to recognize December 30—the date on which the Law on Appraisal Activity was signed by the President of the Republic of Azerbaijan in 2023—as the official professional holiday for appraisers.
In addition, the meeting addressed the provocations directed against ASA. The board members unanimously declared that, despite such attempts, the Azerbaijan Society of Appraisers will continue its fair, competitive, and associative activities. These efforts will not derail ASA from its goals.
A decision was made to appeal to state and law enforcement bodies regarding the provocations against ASA.
The ASA also decided to establish a scientific journal titled "Economics and Appraisal". The journal aims to promote economic dialogue and debate within the country, support the development of the appraisal field, and provide a scientific analysis of Azerbaijan’s economic challenges and potential solutions.
In light of all the above, discussions were also held regarding the current appraisal standards in force in Azerbaijan, with the Board reaching a consensus on the need to adopt relevant decisions on this matter.
At the conclusion of the meeting, it was emphasized that, considering the post-pandemic environment, appraisal training courses should be organized in an online format.
Finally, the ASA leadership decided to reach out to the Central Bank, Ministry of Finance, Ministry of Justice, Ministry of Economy, and the Economic Policy, Industry and Entrepreneurship Committee of the Milli Majlis to initiate meetings and discuss the challenges faced by appraisers.
